Record a question about the world presented to a model before interpretation. The observatory will not treat the input as fact. New records remain UNKNOWN until human review. DENY is never automatic.

Entries are recorded as STATED by the observer. They are not treated as established facts. New records enter Human Review as UNKNOWN. DENY is never assigned automatically.

One source per line. URLs are recorded as USER PROVIDED. Page retrieval happens in a later T1 wave, not at intake.
